Does Starlink use CGNAT?
Short answer: Yes. Starlink puts home customers behind CGNAT by default, according to Starlink's own documentation. Getting a public IPv4 costs extra. Static IP: No. IPv6 is available, so devices can still be reachable over IPv6.
