Does Metronet use CGNAT?
Short answer: Yes. Metronet puts home customers behind CGNAT by default, according to customer reports (we found no official Metronet statement). Getting a public IPv4 costs extra. Static IP: Yes (residential add-on). There's no IPv6 to fall back on.
